摘 要

现在信息化管理方式不仅仅是科技的进步也是生产力的变革，我们可以不受时间地点范围的约束就能随时随地掌握身边的各种信息，以便我们筛选和处理。小到我们衣食住行，达到国家国防安全等等，就项目经费管理化信息化建设来讲具有重大的意义，首先项目经费信息管理是一个庞大的由各个项目的部门组成，其次每个项目的部门的特点，工作业务流程方式不同，最后，项目经理们之间的交流以及项目经理与开发人员的交流也甚为重要，这就需要一个有效的互联系统来做桥梁，不仅满足了开发人员随时项目开发工作、总结，反馈，也为项目经理线下指导，相互交流，分批处理、工作业务流程提供了更好的空间。

本次研究课题是项目经费管理管理系统，从项目经费管理管理的角度进行设计的，因为项目的部门的庞大和复杂度，本次研究由小见大，对于一个项目的部门扮演着不可代替的角色。本次研究模式采用当前最为流行的web三层框架strut，hibernate，spring，他们是mvc开发模式即模型-控制-视图，后台用java语言来实现，前段用html，jsp来呈现业务视图，css样式控制整个布局。

This study uses the most popular web three layer framework strut, hibernate, spring, they are MVC development model is the model control view, the background using java language to achieve, some use HTML JSP to render the business view, CSS style control of the entire layout.

1.1 课题研究的背景及意义

因特网的到来给人们带来福音，并且在现阶段正在日益完善，已经伸及到生活的各个角落，并且影响无处不在。Internet把普通的人们工作方式革变为网络工作方式。在这里不仅仅是变化，是时代的进步，生产力的提升，从网络的产生到人们使用网络，适应网络，离不开网络，以其迅猛的发展速度，让人意想不到。我们可以利用人类的文明成果来改善，提升我们的工作方式，而且它将是特别是在项目经费管理管理方面的趋势。

项目经费管理管理系统是一个运行在web上的管理系统，换句话说就是工作平台都是在互联网上，也可以说是一种平台，用于项目经费内部各个部门之间有条不紊的协调工作。
