治理恼人的垃圾短信很快就将有法可依了。针对手机垃圾短信息广告扰民问题，工业和信息化部、国家工商行政管理总局将很快出台并组织实施“现阶段加强短信息广告服务管理的规定”。

目前两部门已经就合法提供短信息广告服务的经营资质条件、申办程序和服务规范，以及接入商责任义务等实质问题，初步达成一致意见，待新一轮修订后将出台此规定。

目前手机用户接收到的垃圾短信息多属广告短信息，工业和信息化部电信管理局和国家工商行政管理总局广告司从今年4月起开始调研，并已形成加强短信息广告服务管理的初稿。

短信息广告在为我们带来极大便利的同时，也给我们的生活带来了一些负面影响。因为其间通常夹杂着虚假和欺诈的广告宣传、传销、骚扰、色情甚至封建迷信等内容，这些垃圾短信无处不在，几乎所有的手机用户都曾经并继续遭受其骚扰。随着短信业务的发展，短信的媒体属性越来越明显，其所承载的功能也就因此越来越多，监管已经成为大势所趋。

各界纷纷呼吁有关部门加强对垃圾短信的治理，包括建议对恶意利用短信进行欺诈或者肆意传播淫秽短信等行为采取适当的法律制裁，执法机关、电信运营商等为此已采取了各种措施加以打击。不过，越来越多的人认识到，只有依法打击才能治本，但当前治理垃圾短信的一个不利因素就是现行法律制度不够完善，甚至还出现了法律上的空白。 因此，在相关部门的治理之外，就需要手机用户自己做一些过滤工作。使用号码过滤或者根据内容关键字过滤。
